I should be glad to see the vice of drunkenness diminished among Soldiers and men of like class, but I am not prepared to recommend stringent legislative measures to this effect, if they trench unduly on civil liberty.
As regards General Grant's second suggestion, I have to say that under permission of the Government the spirit Ordinance has been enforced as to Regimental Canteens, and I suppose that however the unit has its Canteen within the Barracks, just as the Regiments which preceded it.
